A US nuclear power organization was designing, testing, and building their own spent fuel storage casks. This site was spending money on people, materials, and R&D beyond the core focus of the enterprise (producing electricity safely using nuclear energy); there were already vendors who specialize in producing spent fuel storage casks. These vendors had already invested heavily in optimizing their designs and certifying them with applicable regulators such as the NRC.
Site leadership elected to manufacture something that could be obtained in a better, faster and less expensive way from a third party. This would be like a freight-forwarding company building their own trucks, or a shipping company making their own containers. This decision exemplified the leadership’s loss of focus on their core mission — safely, effectively, and efficiently generating electricity. This decision was costly, and introduced unnecessary confusion and complexity that negatively impacted employees. More importantly, it distracted the organization from achieving excellence in their core mission.
